Obama says Romney writing off half the country

WOODBRIDGE, Va. (AP) ? Turning up the heat on Republican Mitt Romney's campaign stumble, President Barack Obama on Friday accused his rival of writing off half the country while defending his own remark that "you can't change Washington from the inside."

"We don't want an inside job in Washington, we want change in Washington," Obama told a rally in Virginia, one of a handful of tightly contested states where the election is being fought heading into its final six weeks. "It can't happen if you write off half the nation before you even took office."

Obama was referring to a secretly recorded video that emerged this week in which Romney told donors that 47 percent of Americans don't pay income taxes and are dependent on government and "my job is not to worry about those people." But the video has become so ubiquitous in the campaign that he didn't even have to explain the reference to draws cheers from his supporters.

Meanwhile, Romney's campaign disclosed that he paid nearly $2 million on more than $13 million in income last year, mostly from investments, for an effective tax rate of 14.1 percent. The Republican's low tax rate was bound to be an issue in the campaign with issues of wealth and income taxes becoming more prominent with the revelation of the video this week.

Obama and Republican vice presidential nominee Paul Ryan attacked one another over their plans for Medicare, the popular federal entitlement program for seniors, as both campaigns tried to woo older voters at an AARP convention in New Orleans.

Ryan was booed when he said he and Romney would repeal Obama's health care program. But he argued that Obama's health care law has weakened Medicare and said the Republican ticket would give seniors more choice in their health care coverage if elected.

"Mitt Romney and I share your concerns, and we respect you enough to level with you," Ryan said. "We respect all the people in this country enough to talk about the clear choices we face on Medicare, Social Security, the economy, and the kind of country our children will inherit."

Americans 50 and over ? the age that qualifies for AARP membership ? are an especially important demographic for the candidates to persuade because they register in greater numbers those who are younger and are almost twice as likely to cast their ballot. An Associated Press-GfK poll that was released this week found Romney was favored by seniors likely to vote, 52 percent to 41 percent for Obama.

Obama was airing an ad Friday in Colorado, Florida and Iowa that argued Romney and Ryan would turn Medicare into a voucher program that could raise seniors' health costs by up to $6,400 a year.

But Obama conceded Friday, in response to a question posed during the AARP address, that that increase is based on a previous plan presented by Romney's running, Paul Ryan. Indeed, Romney would offer Medicare beneficiaries a choice between staying on traditional Medicare or to purchase private insurance through a voucher-like system.

But Obama, delivering his most expansive and detailed argument against Romney's Medicare plan, said that despite that choice, seniors would still suffer because only the healthiest would benefit from purchasing private insurance with a voucher plan while older Americans with greater health care needs would face rising premiums under traditional Medicare.

Ryan, speaking about an hour later, said describing it as a voucher was a "poll-tested word to scare seniors" when the idea is to force insurance companies to compete against each other to better serve seniors.

Ryan also said he and Romney want to raise the retirement age for Social Security and slow the growth of benefits for higher income earners to keep the program solvent.

Obama, who has not offered a comprehensive plan to address Social Security's long-term financial problems, said he would consider increasing the cap on Social Security taxes so that higher earners would pay slightly more toward the Social Security fund. Currently, the Social Security tax applies to income up to $110,100 in income.

"I do think that looking at changing the cap is an important aspect of putting Social Security on a more stable footing," he said.

Romney was holding a campaign rally Friday in Nevada, where he was expected to continue pressing Obama on his comment Thursday that "you can't change Washington from the inside. You can only change it from the outside." Romney's campaign argued the president was admitting he failed to create the hope and change he ran on in 2008.

"I can change Washington," Romney said Thursday. "I will change Washington. We'll get the job done from the inside. Republicans and Democrats will come together."

The president's campaign countered quickly by noting that Romney said exactly that in 2007, when he was running for the 2008 Republican nomination: "I don't think you change Washington from the inside. I think you change it from the outside."

Obama mocked Romney for jumping on his remark so quickly. "What kind of inside job is he talking about?" Obama said. He questioned whether that meant Romney would rubberstamp the agenda of congressional Republicans or let oil companies run the country's energy policy.

Russia to sell $5.7 billion stake in Sberbank

(AP) ? Russia's Central Bank says it will sell part of its majority stake in the state-controlled Sberbank in a move that could raise some $5.7 billion.

The Central Bank said in a statement Monday that it will sell 7.6 percent of its stock. That will reduce its share, held on behalf of the government, to 50 percent plus one share.

Sberbank's shares traded down 1.7 percent, at 95.4 rubles, on the MICEX stock exchange early Monday afternoon.

MICEX, which organizes the sale, said Monday that the shares are offered at a range between 91 rubles and the stock's closing price when the order book is shut. The exchange said the books are due to close at 9 p.m. Monday or Tuesday.

What can Help PMS Symptoms be Reduced? | Health and Fitness ...

When a woman thinks about what can help PMS pain to be reduced, she needs to include several factors. Among the key things for her to consider is that most of the symptoms commonly associated with PMS are either triggered or made worse by changes in her body\?s hormonal balance that occur over the week to ten days before the onset of her period. Therefore, the most effective way for her to treat PMS symptoms is to maintain the proper balance of her body\?s hormone levels.

Hormonal Imbalances are only one Cause of PMS Issues

Controlling PMS is not always about regulating the excess hormones released as part of the menstrual process. If a woman is stressed by external sources, such as job, relationship, or financial worries, it may trigger the release of additional hormones to attempt to deal with the stress. These additional hormones can push a woman\?s hormones into greater imbalance and can increase her PMS issues.

One of the most common symptoms of stress hormone imbalance is the retention of fluids ? the major cause of bloating ? especially around a woman\?s torso and ankles. Additionally, stress hormones can cause cravings for unhealthy sugary and/or salt-laden snacks, which will increase a woman\?s fluid retention and raise her blood pressure; it can even cause real weight gain beyond the fluid retention.

Dealing with Water Weight and/or Fluid Retention

At best, the issues caused by PMS-related water weight and/or fluid retention are uncomfortable and awkward. At their worst, however, they place additional stress on a woman\?s internal organs and skin, creating sufficient bloating to make her normal clothing impossible to fit into. This additional stress from water weight gain and/or fluid retention is, in great part, responsible for creating (or increasing) the cramping associated with PMS. Limiting life stressors is the first step a woman should take in dealing with PMS issues. Granted, this is more easily said than done, but there are things a woman can do to reduce external stressors.

The First Lines of Defense: Diet and Exercise

Diet and exercise are the two areas a woman can most easily adjust in order to conquer her PMS symptoms. By eating adequate amounts of fresh vegetables and fresh fruit (five to nine servings daily are recommended) and getting her full daily requirement of vitamins and minerals, a woman can help prevent the development of cramps, bloating, and mood swings, and ? if those symptoms do occur -their severity will be greatly reduced. In fact, the B vitamins, calcium, and magnesium are all noted for being particularly effective in this regard.

Another great way for a woman to deal with stress is to exercise. Joining a gym in order to reap exercise\?s benefits may be a good idea, but it\?s certainly not mandatory. A woman can increase her exercise by doing simple activities, like taking her dog to the park, going for a walk, taking up a sport, or going dancing. All of these bring greater movement into a woman\?s day, helping to fight stress and strengthen both her muscles and her immune system. Moderate exercise also will help her get better sleep, giving her body a chance to recover from its daily activities.

Supplements Provide Additional Help

While stress reduction, diet, and exercise all help women alleviate their PMS symptoms, occasionally additional help is called for. When that happens, most women can find relief by using over-the-counter herbal supplements. Herbs like white willow bark, damiana, black cohosh, wild yam, and red raspberry leaf have are much less harsh on a woman\?s body than conventional medications. These days, one can easily obtain supplements containing the above herbs, as well as vitamins and minerals that are specifically designed to deal with PMS symptoms. Often, women find that these are actually safer and more effective in treating their pain and their PMS symptoms.

'Blue Brain' project accurately predicts connections between neurons

ScienceDaily (Sep. 17, 2012) ? One of the greatest challenges in neuroscience is to identify the map of synaptic connections between neurons. Called the "connectome," it is the holy grail that will explain how information flows in the brain. In a landmark paper, published the week of 17th of September in the Proceedings of the National Academy of Sciences, the EPFL's Blue Brain Project (BBP) has identified key principles that determine synapse-scale connectivity by virtually reconstructing a cortical microcircuit and comparing it to a mammalian sample. These principles now make it possible to predict the locations of synapses in the neocortex.

"This is a major breakthrough, because it would otherwise take decades, if not centuries, to map the location of each synapse in the brain and it also makes it so much easier now to build accurate models," says Henry Markram, head of the BBP.

A longstanding neuroscientific mystery has been whether all the neurons grow independently and just take what they get as their branches bump into each other, or are the branches of each neuron specifically guided by chemical signals to find all its target. To solve the mystery, researchers looked in a virtual reconstruction of a cortical microcircuit to see where the branches bumped into each other. To their great surprise, they found that the locations on the model matched that of synapses found in the equivalent real-brain circuit with an accuracy ranging from 75 percent to 95 percent.

This means that neurons grow as independently of each other as physically possible and mostly form synapses at the locations where they randomly bump into each other. A few exceptions were also discovered pointing out special cases where signals are used by neurons to change the statistical connectivity. By taking these exceptions into account, the Blue Brain team can now make a near perfect prediction of the locations of all the synapses formed inside the circuit.

Virtual Reconstruction

The goal of the BBP is to integrate knowledge from all the specialized branches of neuroscience, to derive from it the fundamental principles that govern brain structure and function, and ultimately, to reconstruct the brains of different species -- including the human brain -- in silico. The current paper provides yet another proof-of-concept for the approach, by demonstrating for the first time that the distribution of synapses or neuronal connections in the mammalian cortex can, to a large extent, be predicted.

To achieve these results, a team from the Blue Brain Project set about virtually reconstructing a cortical microcircuit based on unparalleled data about the geometrical and electrical properties of neurons -- data from over nearly 20 years of painstaking experimentation on slices of living brain tissue. Each neuron in the circuit was reconstructed into a 3D model on a powerful Blue Gene supercomputer. About 10,000 of virtual neurons were packed into a 3D space in random positions according to the density and ratio of morphological types found in corresponding living tissue. The researchers then compared the model back to an equivalent brain circuit from a real mammalian brain.

A Major Step Towards Accurate Models of the Brain

This discovery also explains why the brain can withstand damage and indicates that the positions of synapses in all brains of the same species are more similar than different. "Positioning synapses in this way is very robust," says computational neuroscientist and first author Sean Hill, "We could vary density, position, orientation, and none of that changed the distribution of positions of the synapses."

They went on to discover that the synapses positions are only robust as long as the morphology of each neuron is slightly different from each other, explaining another mystery in the brain -- why neurons are not all identical in shape. "It's the diversity in the morphology of neurons that makes brain circuits of a particular species basically the same and highly robust," says Hill.

Overall this work represents a major acceleration in the ability to construct detailed models of the nervous system. The results provide important insights into the basic principles that govern the wiring of the nervous system, throwing light on how robust cortical circuits are constructed from highly diverse populations of neurons -- an essential step towards understanding how the brain functions. They also underscore the value of the BBP's constructivist approach. "Although systematically integrating data across a wide range of scales is slow and painstaking, it allows us to derive fundamental principles of brain structure and hence function," explains Hill.

We told you Apple would likely provide numbers for those "incredible" iPhone 5 pre-orders. The company tells us that it notched two million pre-orders in the first 24 hours, more than twice as many as the 600,000 it recorded for the iPhone 4S last year. Many of those online purchases that missed launch day now won't arrive until October. Yes, it would almost be a shock if Apple didn't shatter any records given the size of its existing user base, but the scale of demand suggests you just might want to get in line Friday morning if you're bent on getting an iPhone 5 on launch day.
